How often does Newegg refresh their clearance and sale sections?

Trying to build a cheap PC for my brothers 16th birthday next month but Newegg is driving me nuts. I only have about $600 to spend and I've been refreshing their clearance and open box sections like a maniac for days. I read online that they update deals every Monday morning but then someone else said it happens at midnight PT every day. Neither seems right because the same crusty old motherboards have been sitting there for three days straight. Im in Chicago and keep staying up late to check but nothing changes. Is there a specific schedule for when they actually dump new stuff into the clearance section or am I just wasting my time?
